Luxembourg - has shown no interest (left in 1994 due to bad results)
Tunisia - government will not allow participation (disputes over Israel)

Kosovo isn't a country so they can't be in it.
And I don't want san marino to withdraw, it's only their 1st year.

I wouldnt like to see SM withdraw, as for Kosovo I think it would be interesting - it is recognised as a country by UK, USA, France, Germany, Sweden, Italy, etc

I don't want SM to withdraw, in fact I'd like to see them win because they're so small they'd have no space to hold the contest, so they'd have to hold it in italy and then italy might participate.

If SM couldnt host esc normally 2nd place hosts it or if 1 of Big 4 want to they usually do - UK has hosted some because of this

No if SM can't do it, then they will ask who wants to and countries will say if they want to. It won't definitely be 2nd place if they don't want to do it.

I think it would be nice if Austria, Monaco & Luxembourg took part again because then it would show that politics is not the main reason for Eurovision!

A big decision was made in France yesterday, the question:
Should France join the other 3 of the Big 4 & return to ESC in 2009?

Answer:
YES

France has confirmed participation which means all of the Big 4 will take part in ESC 2009 regardless of the decision made by the EBU concerning the Big 4 this week.

France has been unlucky in recent years, & if Im honest they deserve to badly!!! 2008 was a farce and those wierd men in pink in 2007 - What's going on France!!!?

& now the Big 4 sit and wait...
